政府合作与城市群全要素生产率——基于长三角城市经济协调会的准自然实验

地方保护、竞争多于合作等诸多问题导致城市群的产业结构扭曲和资源配置效率下降,如何通过政府合作提升全要素生产率成为促进城市群高质量发展的关键。本文以长三角城市经济协调会作为政府合作的一项准自然实验,通过双重差分法建立实证模型考察政府合作对城市群全要素生产率的影响,并对其作用机制和异质性进行深入探讨。实证发现:政府合作有利于城市群全要素生产率的提升,长三角扩容后的样本同样支持这一结论。机制检验表明,政府合作可以通过增强经济联系、扩大市场潜能和促进产业结构升级等途径间接提升城市群全要素生产率。异质性检验表明,城市规模等级越高,其从城市群的政府合作中获得全要素生产率提升就越大;距离核心城市越近,周边城市在城市群政府合作中,其全要素生产率提升越大。

Government Cooperation and Total Factor Productivity of Urban Agglomeration--A Quasi-Natural Experiment Based on the Yangtze River Delta Urban Economic Coordination Commission

Many problems,such as local protection,competition rather than cooperation,lead to the distortion of industrial structure and the decline of resource allocation efficiency of urban agglomerations.This paper uses the Yangtze River Delta City Economic Coordination Council as a quasi natural experiment of government cooperation,and establishes an empirical model through DID to investigate the impact of government cooperation on total factor productivity of urban agglomeration,and to explore its mechanism and heterogeneity.The empirical results show that:government cooperation is conducive to the improvement of total factor productivity of urban agglomeration,and the samples after the expansion of Yangtze River Delta also support this conclusion.The mechanism test shows that government cooperation can indirectly improve the total factor productivity of urban agglomerations by enhancing economic ties,expanding market potential and promoting industrial structure upgrading.The heterogeneity test shows that the higher the city scale is,the greater the total factor productivity will be improved from the government cooperation of urban agglomeration;the closer the city is to the core city,the greater the total factor productivity will be improved in the government cooperation of urban agglomeration.
