| 摘 要： | 公共行政的效用函数决定了公共行政具有自行扩张的内在驱动力，行政绩效的显示行为常导致行政管理中的逆向选择和对制度均衡的破坏。优化公共行政主要应从约束规模扩张和建构较科学岛绩效评价机制入手。

| Abstract: | The utilization function of public administration determines that it has the ability to drive self-expansion; the behavior of demonstrating administration performance usually leads to adverse selection among administration management and disruption of the system balance. We should start from restricting the expansion of scale and establishing scientific performance evaluation system in order to optimize public administration. |
