| 摘 要： | 分析水资源供给的自然和社会特点,从水资源的区域配置和区域内供给两方面界定了供水行业存在的垄断性及其特征,并提出改革水管单位体制;政企分开;引入竞争机制;实行价格管制,防止垄断高价等相应的反垄断措施。
