积极推进总公司改革和发展——在中国三峡总公司2002年工作会议上的讲话

To accelerate reform and development of Corporation

In accordance with the work meeting 2001, a feasibility in the reform of the corporation was studied thoroughly last year. As pointed out by Vice-premier Wu Bangguo, the CTGPC will be reformed to become a main investment utility authorized by the state that can make decisions by itself to finance the major capital construction projects, and can be as a major enterprise group running business mainly including development and operation of water andhydro resources. The Corporation will be entitled as an investor on behalf of the government, including enjoying legally rights in capital benefits, business operation, arrangement of equity, decision-making on key items and selection ofmanagement teams, as well investment and construction of other major projects. For the industrial pattern, the Corporation will continuously stick to as the main business the development and operation of water resource on the upper andmiddle reaches of the Yangtze river. and optimize the energy structure through development, acquisition, joint stock,holding. And meantime, based on the own advantages and the strategy of relative multi-oriented development to promote the development of the superior industries and new growing points, the Corporation will become a more competi-tive and attractive group corp.
