论“残疾人”界定的立法完善

随着社会对于残疾人在认识上的不断深入，对残疾人的法律界定在不同的历史阶段具有不同的历史内涵。从语言以及文字描述中改变残疾人在相关立法中负面词语的使用，是从形式上对于残疾人群体的一种平等化评价。应以此种平等化评价为基础．在社会中广泛推广对于残疾人群体的平等认识，逐步将保障残疾人权益的主动权从政府转向社会，再转向残疾人自身，使其成为引导残疾人权益保障的主导力量．促进残疾人法律保障的不断发展与完善。
