京津冀一体化过程中地方政府竞争机制分析

京津冀一体化进程历经数十年,发展缓慢的原因是地方政府竞争激烈,地方政府合作机制缺乏。京津两个实力相当的大城市为争夺政策、资源竞争激烈,缺乏合作动力。京冀、津冀城市间虽然竞争动力小,合作动力大,但由于经济落差巨大,城市衔接不好,导致合作效果不佳。为加快京津冀一体化进程,必须转变政府职能减少京津地方政府间竞争,建立有效的地方政府合作机制,从组织、制度上保证京津冀地方政府合作的有效展开。
