遵义市H区新型农村合作医疗解决因病致贫能力研究

目的:评估遵义市样本地区新型农村合作医疗(以下简称新农合)解决因病致贫问题的能力,为完善该制度提供参考依据。方法:采用入户调查方法收集数据,通过贫困指标分析住院患者家庭因病致贫的普遍程度、严重程度以及新农合对因病致贫的缓解程度。结果:家庭贫困发生率为14.29%,贫困缺口率为-209.66%。经新农合报销后,前者下降到9.09%,后者缩小为-156.45%,资金使用率和供给率分别为27.35%和33.71%。结论:新农合的实施对解决因病致贫问题有较大贡献,应提高筹资水平,完善补偿方案,重视报销过程管理,增强资金瞄准能力,进一步提升这项制度解决因病致贫的能力。

Research of Zunyi city H district new style countryside cooperation medication's ability in solving poverty causing by poverty

Objective： To evaluate the new rural cooperative medical scheme （NCMS） to solve the poverty problem in H district of Z city, so as to provide the reference for improving the NCMS. Methods： Using survey data to analyze the degree of universality, severityof poverty due to illness and NCMS＇ ability to solve the poverty and alleviate the degree of poverty due to illness. Results：The family poverty rate is 14.29%,the poverty gap rate is -209.66%% .After the NCMS reimbursement, these ratio decrease to 9.09% and -156.45%, respectively.The funds usage rate and supply rate are 27.35% and 33.71%, respectively. Conclusion： The implementation of the NCMS has good contribution to solve the problem of poverty due to illness, Government should raise the level of NCMS funding, perfect the compensation packages, pay attention to the reimbursement process management, and strengthen the funds＇ targeting capability, further improve the NCMS＇ ability to solve poverty due to illness.
