| 摘 要： | 随着港口吞吐量的增长，溢油事故的潜在风险也大大增加。本文分析了国内外溢油事故的发生原因、溢油事故发生的类型及各类型溢油事故发的频率；根据天津港实际情况得出了天津港溢油风险发生区域、溢油规模、发生溢油原因及概率和影响范围：从应急能力的硬件基础设施和软件管理两方面分析天津港应急方面的现状；给出了天津港溢油风险防范措施与应急对策。

| Abstract: | With the growth of port transaction capacity, the potential risk of oil spill accidents increase greatly. Firstly, this paper analyzed the domestic and abroad oil spill accident reason, and summarized the oil spill accident type and various oil spill accident frequency; Secondly, according to oil spill accident statistics nearly seven years, lave concluded oil spill occurred region, oil spill scale, and the probability and influence of oil spill in Tianjin port; Thirdly, according to two aspects that the emergency response capability of the hardware infrastructure and software management to analyze emergency status; Finally, the Tianjin port oil spill risk prevention measures and emergency measures are given. |
