农村社会救济体系的构建

农村贫困严重地制约了社会经济的发展 ,社会救济是缓解贫困的有效手段。但目前农村社会救济却一片空白。中国农村贫困的原因十分复杂 ,且贫困人口数量庞大 ,传统的社会救济模式无法解决中国农村的贫困 ,寄希望于在农村建立广泛的最低生活保障制度也是不现实的。在农村 ,基本生产条件的具备是基本生活得以保障的重要内容 ,因而 ,对农村基本生产条件的救济应是农村社会救济不可或缺的内容。要想从根本上解决农村的社会救济问题 ,就必须首先拯救农业 ,对农业实施救济 ,确保农民拥有基本的生产条件。科学的农村社会救济体系应由宏观、中观、微观三个层次构成。

The Construction of Rural Social Relieves

The poverty in the rural areas has brought about a series of negative effects on economic development. Social relieves are an effective means to reduce poverty. However, the rural social relieves is close to blank. The reason for rural poverty is very complicated, the traditional model of social relieves can't solve the poverty. It is unrealistic to place hope on establishing the system of extensive minimum living guarantee in the countryside.
