| Abstract: | the positive financial policy fulfilled by the central government plays a great role in expanding domestic demand and spurring economic growth. However, with the change of situation, the effect of the positive financial policy is being weakened. In order to enlarge folk investment, it must restrict governmental behaviors in term of the request of market economy. |
