中国转型：理论与方略——关于“中国未来几年发展转型研究”的学术报告

本报告以作者的“人本体制论”、“广义产权论”和“第三波转型论”为理论依据,对中国未来几年发展转型的理论与方略进行了探讨。认为未来几年中国经济发展的基本趋势：总体上正由“生存型”阶段转向以追求人自身发展为主要诉求的“发展型”阶段,传统的低成本粗放型工业化模式进入调整转型期,城镇化将延续快速发展态势,体制改革也将呈现新的特点。在未来几年,中国应实行人本、绿色、创新和协调八字方略。人本战略：由“物本导向”到“人本导向”;绿色战略：由“环资启蒙”向“生态社会”;创新战略：由“加工基地”向“创新高地”;协调战略：寻求内外、产业、区域和城乡四个经济结构的各自均衡和总体协调。中国经济发展的根本在于体制的转型。应及时由单向度的经济转轨拓展为多向度的“五环改革”。要准确把握经济、政治、社会、文化和生态环境制度“五环改革”的“靶心”,特别要注意摆脱特殊利益集团的束缚和掣肘,从而为发展转型提供强有力的体制支撑和动力来源。

Chinese Economic Transform: Theories and Strategies-Reports on Chinese Future Development and Transform

On the theoretical basis of ＂human-oriented system＂ theory, ＂ broad-sense property rights＂ and ＂the third transformation theory＂, this paper analyzes the trend of Chinese economic transformation in the next few years： in general the development would change from ＂for survival＂ stage to ＂for self-development＂ stage, and the traditional low-cost intensive industry would enter the adjustment stage, the urbanization would be promoted and there would be new features in the reform. In the next few years, China should follow the strategy of human-oriented, from material-oriented to human-oriented; green strategy, focus on eco-soeiety concept; innovation strategy, from processing base to innovation highland; coordination, the cooperation and harmonious development of internal and external, industries, regions and urban and rural. The root of Chinese economic development lies in the transform of the system in the aspects of economy, polities, society, culture and the eco-environment. We should grasp the point and give away the constraint of interest group, so as to provide the transform with powerful support and resources.
