论文在深入分析县域经济现状和“三农”问题原因的基础上，积极探讨解决“三农”问题的新思路。由于二元体制、财政管理体制落后、金融管理体制不健全，中国“三农”问题仍然很严重。通过大力发展县域经济，提升县域经济内生动力，有助于解决“三农”问题。

County Territory Economy Is the Basis for China's Modernization

In this paper, new ideas to solve the Three Rural Issues are probed by deeply analyzing the current situation of county territory economy and causes of the Three Rural Issues. These issues are still serious because of the long-lasted binary system, the lagging financial management system and the unsound banking management system. However, it should contribute to solve the Three Rural Issues a lot if we could strive to develop county territory economy and enhance its endogenous power growth momentum.
