重点国有林区森林资源垂直管理体制刍议

我国乃至世界各国中央政府普遍采用垂直管理体制。东北内蒙古重点国有林区在我国林业建设中占有极为重要的地位。开展森林资源管理体制改革,是实现重点国有林区森工企业"政事企分开",破除制约林区发展的体制机制障碍的突破口。从垂直管理的角度,提出了建立东北内蒙古重点国有林区森林资源中央垂直管理体系的初步构想。

On Vertical Management of Forest Resources for Key State-owned Forest Regions

Vertical management is widely adopted by the central governments of China and other countries in the world. The key state-owned forest regions in Northeastern China and Inner Mongolia play a significant role in our national forestry development. The reform of the Forest Resources Management is critical for the separation of gov ernment functions from enterprise management for the forestry industry in the key state-owned forest regions, as well as the elimination of systematic and structural obstacles that limit the development of the forest regions. From a vertical management perspective, this article proposes an preliminary initiative of establishing a vertical management of forest resources in the key state-owned forest regions in Northeastern China and Inner Mongolia.
