| 摘 要： | 本文从宏微观方面对城市土地的本质和土地财政进行了分析,提出了土地的稀缺性和公共属性,决定了土地的增值收益应归全民所有,抑制房地产价格过快上涨,应将土地出让方式从以价高者得转变为综合评价,同时恢复征收房产税。

| Abstract: | This paper analyzes the essence of urban land and land revenue at both macro and micro levels. Due to scarcity and externality,land incremental benefit should belong to the public. In order to restrain rapid appreciation of housing price,price-oriented bidding should be replaced by comprehensive evaluation for land granting,and house property tax should be restored. |
