江泽民关于农业农村发展思想论析

本文认为，江泽民不仅深刻认识到农业农村发展对于整个现代化建设和全面建设小康社会的极端重要性，而且提出了建设中国特色社会主义新农村的总目标。江泽民就如何深化改革，稳定并不断完善以家庭承包经营为基础、统分结合的双层经营体制，以改革促进农业农村发展提出了改革目标方向和改革内容，积极探索实现农业农村现代化的具体途径。如农业和农村经济结构的战略性调整、农业产业化经营、转变农业生产的增长方式、中国特色的农村工业化、城市化和农业农村现代化道路、统筹城乡经济社会发展、加快城镇化和城乡一体化。江泽民坚持农村物质文明建设、政治文明建设与精神文明建设一起抓、农村经济社会协调发展的方针。

The paper points out that Mr. Jiang Zemin has not only recognized the vital importance of a gricultural and rural development to modernization and building a well-off society but also put forward the general target of building new rural areas with Chinese characteristics. Jiang Zemin has put forward the orientations and content of agricultural and rural reform, that is, to deepen reforms, to stablize and improve the double-layer management system which is based on family contract managment. He has actively sought the ways to modernize agriculture and rural areas, i. e., the strategical regulation of agriculture and rural economic structure, industrialized management of agriculture, the modes to enhance agricultural output, industrialization of agriculture with Chinese characteristics, urbanization and modernization of agriculture and rural areas and acceleration of integration of urban and rural areas, etc. Jiang Zemin has stuck to the principle of attaching importance to political civilization and spiritual civilization as well as material civilization. He has highlighted the coordinated economic and social development in rural areas.
