城市突发公共事件应急管理研究

面对日益频发的各类公共事件,增强应急管理能力成为中国各级地方政府急需解决的重要工作之一。同时,增强政府应急管理能力也得到了学术界的广泛关注。通过对现有研究文献的分析以及针对中国政府应急管理的实际需求,提出了应急管理今后应该发展的方向和提升地方政府应急管理能力的对策,主要包括健全法律机制和提高法治化水平、转变轻防御重救治的理念、加大对应急工作的物质资源投入、做好工作宣传和鼓励公众参与等。

Emergency Management Research for Urban Unexpected Public Affairs

In the face of various public events frequent increasingly,emergency management cap ability strengthening becomes one of the very inportant work to do for all levels of local government.In order to solve the actual questions of our government,the future development direction of emergency management and the measures of inproving local government emergency capobility including construscting legal mechanisms and improving the rule of law level,transferring the idea of underestimating defense and overestimating treat and cure,increasing the input of emergency work material resources,doing publicity work well and encoutaging public participatinon etc.are given based on analyzing existing references.
