公益性岗位在失业救助政策中的作用分析——以资源枯竭型城市阜新为例

随着我国经济体制改革的不断深化以及社会结构的急剧变迁,由资源枯竭引发的下岗失业问题已显得非常突出。对此,以资源枯竭型城市阜新为例,论述了公益性岗位就业模式的特点,对其在失业救助中的积极作用进行了分析和评估,同时也指出了公益性岗位就业模式的缺憾和不足。据此,提出只有使失业救助对象实现真正意义的就业,才是其脱贫的唯一途径。

Along with the constant deepening of our country's economic system reformation and rapid transformation of social structure,laid-off unemployment problem causing by exhausted resource has been very outstanding.Aiming at this,taking resource-exhausted city Fuxin as example,discusses the characteristics of public welfare position employment mode,analyzes and evaluates its active function on unemployment salvation,points out the disadvantages and shortcomings of public welfare position employment mode.According to these,puts forward that making unemployment salvation objects realize genuine employment is the only way to make them out of poverty.
