公民参与政策制定的作用、困境及创新

公民参与公共政策的制定能够弥补政府失灵,提高公共政策的品质,增强政策的合法性。但是,我国当前公民社会发育尚不完善,公众参与意识薄弱,参与机制短缺以及官僚制之下的“责任困境”使得政策制定中的公民参与陷入困境。为此,必须对政策制定中的公民参与制度与参与方式进行创新,以形成一种实质性而非形式上的公民参与。

The role of citizens' participating in policy making, its dilemma and innovations

Citizens' participating in policy making may be useful in overcoming the government failures,improving the quality of public policy,and reinforcing the legacy of public policy.However,the participation has fallen into a real dilemma due to the limit in the nurture of the civil society,the lack of participation consciousness of citizens,the deficiency of participation mechanism,and the "responsibility dilemma" under the political bureaucracy.For this reason,to make citizens' participation meaningful rather than just ceremonial,it is necessary to fulfill some innovations in the system and the patterns for citizens' participation in policy making.
