论城管行政执法保障制度的完善

我国城市发展过程中,“城管”执法部门扮演着重要的角色.一方面,城管部门在维护城市秩序,提高城市运行效率方面做出了重要贡献;另一方面,随着社会经济的发展,城市发展与公民个人追求经济利益的需求之间产生了冲突和碰撞,城管部门在行政执法过程中常常会因此处于尴尬境地,暴力执法往往是在这种情况下发生的.政府的执政目标决定了行政执法行为应该以保障公民利益为出发点,所以约束城管执法行为,在城管执法人员的录用、信息公开以及责任追究制度方面进行系统研究,具有非常重要的意义.

On the Supplementary System for City Administrative Enforcement

＂City Administrative Agency＂ plays an important role in the process of City development. On one hand, city administrative agency contributes to maintaining city order and enhance the operating efficiency of the city; on the other hand, with the development of social economy, there are conflicts between pursuing of city＇s development and citizen＇s economic interests ,which leads to the violence by city administrative enforcement. The target of the govern- ment ensures that its administration should guarantee public interests. Therefore, it is of great importance to study on the issues of recruitment of city administrative clerk, the information public and the accountability to limit city adminis- trative enforcement.
