中国农村社区集体林治理及其制度视角的评述

分析了中国集体林治理的基本态势,认为中国在发展社区集体林方面有着好的基础,但也有一些先天的局限;对集体林治理中的产权问题、治理结构、集体行动能力、公平管理的政策手段、社区资源管理模式推广应用等问题进行了评述,认为应从集体林治理框架、治理模式、社区能力建设等方面完善集体林治理结构,促进社区资源管理。

Collective Forest Management and Its Institution in China Rural Community

The paper first analyzes the basic orientation of collective forest management in China. It holds that China has its own advantage to develop collective forest in rural communities. But it has a birth defect. Then it summaries the existing problems, such as property rights, management structure, collective action, ways for management, extension and application of community-based resource management, etc. It indicates that to perfect collective forest management structure and community-based resource management should focus on the framework of collective forest management, the mode of management, community-based capacity, and so on.
