关于我国石油安全战略的思考

作为世界第二大石油消费国,随着经济社会的发展,我国对石油的需求量不断增加,对外依存度也不断加大。石油安全问题已经成为中国能源面临的一个重大问题。通过界定石油安全的内涵,分析我国而临的石油安全形势和安全隐患产生的原因,在借鉴国外石油安全战略的基础上,对我国的石油安全战略提出了构想。其措施主要包括发展我国的石油工业,提高能源利用效率,以能源农业和能源林业进行资源替代,走新型工业化道路,建立战略石油储备、市场体系和发展石油期货市场等。

View on Chinese Petroleum Security Strategies

China is the second largest petroleum consuming country in the world.With the development of cconomic society,the demand of petroleum in China increases continuously,and the relying degree on import improves continuously.Petroleum security has become a great problem confronted by Chinese energy resource.This paper defines the connotation of petroleum security,analyzed the petroleum security situation faced by China and the causes of hidden troubles,and raised notion for Chinese petroleum security strategy with reference of petroleum security strategies in foreign countries.The proposed measures mainly include developing petroleum industry and recycling economy,developing energy agriculture and energy forestry for substitution of energy resources,taking the road of new - type industrialization,establishing strategic petroleum reserves and market system,developing petroleum futures market,and so on.
