| 摘 要： | 城市管理行政执法是一种具有广泛社会影响的城市社会活动,对其进行细致剖析不但具有典型性,也具有普遍性。在选择比较利益人作为研究的范式,借助博弈论工具对城市管理中执法主体与行政相对人之间的互动关系进行模拟分析后发现,国家法律和制度因素对于城市管理效果具有直接的影响力。博弈分析是一种手段,透过行政执法的现象看到城市管理法律需求的本质才是现实价值所在。
