从体制机制探究煤炭资源开发秩序及资源整合

煤炭资源在我国能源资源中占主导地位,但我国煤炭资源开发秩序混乱,利用粗放,安全事故频发。造成这些问题的原因主要是:资源规划和市场需求难以衔接,政府控制力低与生产集中度低,以及利益追逐和政策导向等方面的问题。对煤炭资源开发秩序的规范及资源整合,应从体制机制方面入手,基础管理层面,重在落实;市场机制层面,加强整合;政府管理体制层面,加快体制建设,提高调控能力。

Exploring Exploitation Order and the Integration of Coal Resources from System and Mechanism

Although coal resources hold a leading post in energy resources in China,several problems are existed,such as disorder exploitation,extensive utilization,and coalmine accidents frequently happened.The paper argues that the main reasons behind this situation lie in the fact that: the resources planning don't dovetail the market demand,the capacity of government control is weak with low production centralization,as well as the problems with regard to pursuit of interest and policy orientation.The paper suggests some methods for improving these problems: focusing on the sysytem and mechanism improvement,strengthening market mechanism integration,promoting the construction of government management system so as to enhance the capacity of control.
