基于时序模糊模式识别的高校科技成果转化评价

摘    要:针对高校科技成果转化评价中的不确定性和复杂性因素,本文提出了时序模糊模式识别评价方法,通过计算待评对象与“优”、“劣”两个模式间的隶属度来建立时序规划模型,对模型求解得到各评价对象的评价值,且利用熵权系数法来计算各层次指标的权重。应用此方法对全国31个省市高校科技成果转化能力进行评价并排序,将天津市与其他省市进行分区,为进一步找出影响天津市科技成果转化的主要指标因素,有针对性地制定政策措施打下良好的基础。

Evaluation of University Scientific and Technological Achievements Transformation Based on the Sequential Fuzzy Pattern Recognition Method
Abstract:In view of uncertainty and complexity in the process of university scientific and technological achievements transformation evaluation , the sequential fuzzy pattern recognition method is proposed . Through calculating membership degree between the object and the "best" and "bad" modes, the sequential planning model is established. The evaluation values are obtained by solving the model. An entropy method is applied to calculate the synthetic weight of index. This method is applied in the university science and technology achievement transformation ability assessment of 31 provinces and cities. The 31 provinces and cities are ranked. Tianjin is compared with other provinces and cities .The results lay a good foundation for finding out the dominant index factors and?establishing policies and measures.
