摘 要: | 高层次人才政策是调控区域高层次人才资源结构,加速区域企业和产业科学发展的重要途径。首先,比较分析了西安、深圳、成都等高新区的高层次人才政策现状,之后结合西安高新区企业的中高层管理者和基层员工的调研访谈结果,指出了西安高新区人才政策目前存在的一些问题。最后,根据系统工程理论构建了人才政策系统框图,结合西安高新区现有人才政策存在的问题,提出了一些完善西安高新区人才政策的建议。

Comparison-based High-Level Talent Policy in Xi'an High-Tech Zone |

Abstract: | The high-level talent policy plays an important role in adjusting the structure of regional talent resources and accelerating the development of regional business and industry in a scientific way. Firstly, this paper analyzed the situation of high-level talent policy in High-tech Zones of Xi'an, Shenzhen, and Chengdu. Secondly, combining the results of interviewing senior managers and junior staff in enterprises of Xi'an High-tech Zone, the authors pointed out some problems existing in Xi'an talent policy. Finally, a diagram of talent policy system was built based on systems engineering theory, and then some suggestions were put forward in order to improve the high-level talent policy in Xi'an. |
