新疆跨境贸易和投资人民币结算：现状、问题及对策

自2010年6月,新疆被纳入第二批跨境贸易人民币结算试点范围以来,新疆跨境贸易和投资人民币结算业务始终在积极推进着。在开办此类业务的过程中还存在一些问题,如结算业务过于集中,跨境人民币结算试点政策与一部分现行外汇制度存在矛盾之处,涉外企业对人民币结算的接受程度抑制了业务的开展,相关职能机构缺乏协作机制等。今后应加大政策宣传力度,扩大试点范围,并进一步完善相关制度,以保障跨境人民币结算业务的有序开展。

On RMB Settlement of Cross-border Trade and Investment in Xinjiang

In June 2010,Xinjiang was included in the second batch of the scope of cross-border trade in RMB clearing pilot since the cross-border trade and investment in Xinjiang RMB settlement business has always been active in promotion.In the process of offering such services,there are still some problems,such as the settlement is too concentrated,the RMB settlement of cross-border pilot projects as part of the current foreign policy and the system is contradictory,foreign business acceptance of the RMB settlement business to carry out inhibition,relevant functions of the institutions lack coordination mechanism.In the future,it is suggested that it is of great significance to increase policy advocacy,to expand the scope of the experiment,and further improve the relevant system to protect the orderly conduct of cross-border RMB settlement business.
