山西省中小企业政府采购法律环境评估

课题组实地调查了政府采购支持企业特别是中小企业发展的法律、法规、规章在我省的实施情况。《政府采购法》出台以来,政府采购法律制度初步发挥了支持我省中小企业发展的应有的政策功能,但是还有许多不尽人意的地方,突出地体现在两低问题上,一是政府采购法律制度支持我省中小企业发展能力低下,二是政府采购支持我省中小企业法律、政策的执行力低下。

Legal Environment Evaluation of Government Procurement in Shanxi Province

Our research group has carried out a field survey of enterprises supported by government procurement policy particularly on the implementation of laws regulations and policies aiming at encouraging the development of middle and small - sized enterprises in Shanxi province. Since the Government Procurement Laws of PRC came into effect though Shanxi government purchasing law system has displayed its preliminary policy function of supporting the development of small and medium - sized businesses in Shanxi province there still exists an amount of unsatisfactory aspects which are epitomized in two respects. One is the poor supportive capability of governmental procure- ment laws for the growth of small and medium - sized firms;the other is the poor ability to executive government purchase laws and policies.
