城镇化与城乡一体化

十八届三中全会报告中指出:"城乡二元结构是制约城乡发展一体化的主要障碍。必须健全体制机制,形成以工促农、以城带乡、工农互惠、城乡一体的新型工农城乡关系,让广大农民平等参与现代化进程、共同分享现代化成果。"文章对城乡一体化的内涵和相关的理论进行了说明,然后介绍了发达国家城乡一体化的经验,报告了我国城乡一体化的现状和部分地区城乡一体化的实践,认为我国目前城乡一体化发展取得了一定的成就,经济发展、城乡收入、城乡居民的储蓄等不断提高,公共服务水平也在上升,但是城乡一体化的发展也存在一定的问题,如城乡二元结构仍然存在,城市的发展远远快于农村的发展,城市和农村地区差距仍然很大等,文章针对问题提出了相关的对策。文章认为,只有促进城乡一体化的发展,才能进一步完善城镇化健康发展的体制机制,提高城镇化质量,才能实现新型城镇化。

Urbanization and Urban-rural Integration

The Third Session of the Eighth Plenary Conference Report holds that： ＆quot;urban-rural dual structure is the main obstacle in the integration of urban and rural development. We must improve institutional mechanisms in order to form a new type of urban-rural relationship between city workers and farmers in which industry contributes to agriculture , city promotes countryside development, city workers and farmers benefit each other and city integrates the countryside. So farmers can equally participate in the process of modernization and share its fruits.＆quot; This paper expounds the implications of urban-rural integration and its related theories, introducing the experience from developed countries in this regard, and renders an account of China＇s status quo of urban-rural integration as well as the practice in certain regions. It is thereof concluded that substantial achievements have been registered in China＇s urban-rural integration undertaking, with steady improvement in economic development, urban-rural incomes and savings, and public service level upgraded. There are, however, still problems involved, hindering the integration process, including the remaining dual structure, urban economy developing far faster than that of rural areas, and the widening gap between the urban and rural areas. This paper then proposes pertinent countermeasures for the aforementioned problems. This paper argues that only an integrated urban-rural development can further improve the institutional mechanism for the healthy development of urbanization, so as to guarantee the quality of urbanization and to achieve new urbanization.
