完善农村合作经营体制,建设社会主义新农村

在新形势下,依靠合作经营农业生产才能发展,缩小城乡差别,实现社会和谐。合作经营是新农村建设的载体。目前,湖北农村专业合作经营组织主要有能人带动、部门领办、龙头企业和农民自发四种类型,农村合作经营总体上仍处于发展阶段。思想认识不足、法律地位缺失、外部环境不佳、内部机制有待完善等因素阻碍了湖北农村合作经营体制的进一步发展。针对这些问题,文章提出了强化思想认识,推动立法进程,落实扶持政策,加强合作组织自身管理的有效对策,试图排除这些障碍,为新农村的建设提供动力。

Improve Agriculture Cooperation Running System to Build New Socialism Countryside

Under the present new situation, only cooperation management can develop agriculture productivity to narrow down the distances between the city and countryside for the construction of the harmonious society. Cooperation management has become the carrier of new countryside building. Now Hubei province cooperation running system contains four forms： capable person guidance, government official leading, dragon enterprise and peasant self-cooperation. Its cooperation management still exists in developing stage. In the development such factors as misunderstanding, lose of legal position, unsatisfactory external environment and imperfect internal management stand in the way. To clear the barriers, the article puts forwards some solutions so that others may come up with valuable opinions.
