“中国之治”视角下高质量发展的多维表现

我国经济的快速发展和社会的长期稳定形成了“中国之治”的治理模式,彰显了中国治理体系和治理能力现代化的制度优势。在明确揭示“中国之治”与高质量发展的逻辑内涵、考察经济质量和“创新、协调、绿色、开放、共享”五位一体发展理念的基础上,引入“制度优势”拓展高质量发展内涵。运用1998—2020年国家层面数据构建高质量发展的多维指标并进行差异化分析,揭示了“中国之治”制度体系下高质量发展整体趋势向好,但具体维度表现存在异质性特征。在制度内核稳定的前提下,实现高质量发展应提升国家治理效能,强化五大发展理念与经济质量、制度优势的深度融合与广度拓展。

Multidimensional Performance of High-quality Development from the Perspective of "Governance of China"

The rapid development of China's economy and the long-term stability of society have formed the governance mode of"Governance of China",which shows the institutional advantages of China's governance system and the modernization of governance ability.This paper clearly reveals for the first time the logical connotation of"Governance of China"and high-quality development.Based on economic quality and the concept of"innovation,coordination,green,openness,sharing",we introduce"institutional advantages"to expand high-quality development.Using national data from 1998 to 2020,to construct multi-dimensional indicators of high-quality development and to analyze the overall differentiation,it reveals that the overall trend of high-quality development of the system of"Governance of China"is positive,but it shows heterogeneity in specific dimensions.Therefore,under the premise of stable institutional core,to achieve high-quality development,we should optimize and improve the efficiency of national governance,and strengthen deep integration and breadth expansion of the five development concepts and economic and institutional advantages.
