Training the hard core unemployed through positive reinforcement

Operant conditioning, because it lets trainees learn a new task's component behaviors at their own pace, is especially well-suited to training the hard-core unemployed–better than the “conventional” methods we are using today. It requires no special equipment, personnel, or spatial accommodations. And management can predict, limit, and control the cost of the training program.
