| 摘 要： | 生产性服务业在提升三次产业结构的竞争力,促进创新和城市、区域发展方面的作用不可替代。针对我国生产性服务业发展中存在的诸多问题,现阶段应在《十一五规划》的指导下,加快生产性服务业的制度变革和市场化进程,积极培育需求市场,抓住国际服务产业转移和进入入世"后过渡期"的契机推进其对外开放,实施适合区域实际的生产性服务业发展战略。
