摘    要:针对村干部积极性的激励问题,采用主成分分析法和因子分析法研究村干部各激励因素的激励效果及其顺序。研究表明,以陕西省长武县为代表的落后农村地区,对村干部积极性有着主要影响的因素按照激励效果大小排序依次为:制度、工资(发展机会)、权力以及上级工作压力四方面。落后农村地区对村干部的激励政策应重点放在保障村干部工资兑现率以及适度提高工资水平上,并加强村民民主监督机制和规范化村治。

Abstract:As to the village cadre′s incentive problems,factor analysis and principal component analysis are made to qualify the village cadre's incentive effectiveness and its orders. In developing areas like Changwu county in Shanxi province,the factors which infect the village cadres′ working hospitability are ordered as: institution,wage (development chance),authority and the work stress from their superiors. The incentive policy for the village cadres should focus on strengthening democratic monitoring mechanisms and democratized village governance institution,on the basis of high wage payment and proper increase of wage.
