农地可持续利用激励约束机制

旨在从农户的角度为农地可持续利用建立一个激励约束机制的分析框架.在概述农户可持续利用农地资源激励约束机制的理论基础的前提下,从分析农户非持续利用农地行为动机出发,剖析了资源特性、技术状况、农地制度安排及其激励约束对农地利用方式的影响;进而提出一个基于农户的农地可持续利用激励约束机制的分析框架,主要包括产权、价格和财政税收政策等激励机制,以及经济制度、法规和规划等约束机制.

Incentive Mechanism of Sustainable Farmland Use

The object of this paper is to build an analytical framework for sustainable farmland use in the sight of farm household. Based on the brief analysis of theories about incentive and restrictive mechanism on sustainable farmland use, this paper analyzed the effects of resources trait, technique, farmland institution and its incentive mechanism on farmland use mode from the purpose of farm household non-sustainable land use behavior. Then, an analytical framework about incentive and restrictive mechanism for sustainable farmland use was put forward based on farm households, mainly including the incentive mechanism such as property rights, price, fiscal policies, and restrictive mechanism such as economic system, law and regulation, planning.
