传统仓储制度社会保障功能的近代发展--以晚清苏州府长元吴丰备义仓为例

仓储是我国古代传统社会保障设施，主要起赈济灾民的作用，保障面较窄，保障层次也不高。但通过考察晚清苏州府长元吴丰备义仓可以发现，在近代化大潮的冲击下，仓储制度不仅在管理方面发生了变化。其社会保障功能也得到了长足的发展，保障的面不断扩大，保障的层次也有所提高。丰备义仓的经验对于我们当今的社会保障制度建设不无借鉴意义。

The Function of Social Security of Traditional Granary System and its Development in Modern Times

The granary is the important social security establishment in ancient China, its main function is to relieve the people who suffer from disasters,so its scope and the level of social security are both limited. But in this paper, after researching the Fengbei charitable granary in Suzhou City during the late Qing Dynasty, we can find out something as follows. With the advancement of modernization, not only the granary system's management changes, but also its function of social security develops a lot, the scope of social security expands and the level of social security is enhanced. these experiments are beneficial to Chinese contemporary construction of social security system.
