| 摘 要： | 证券投资基金，因其独有的分散风险和专家理财的优势，倍受投资的青睐。基金发行作为市场主体，追求风险最小而收益最大，而监管作为政府的一个部门，应从整个社会的角度去评价基金是否有利于经济发展以及资源的优化配置。
