浅谈城市循环经济体系的构建及发展

当今社会把发展循环经济,建立资源节约型社会作为实施可持续发展战略的重要途径和实现方式。发展循环经济必须首先构建循环经济体系,而城市是经济、社会和环境发展的综合载体,要解决环境恶化、资源短缺与城市发展的矛盾就必须构建城市循环经济体系。因此城市经济的高速持久发展就必须建立并发展城市循环经济体系,这是推进城市可持续发展的必然选择和必然趋势。本文在介绍循环经济原则的基础上,重点阐述了城市循环经济体系的基本特征和构建内容,从而提出了我国城市循环经济体系建立要采取的基本措施。

On the Construction and Development of Urban Recycling Economy

To develop recycling economy and build a resource-saving society is an important implementation way to implement sustainable development strategies. To develop recycling economy, it must firstly build recycling economy system, while the city is a comprehensive vector of economic, social and environmental development, so to solve environmental degradation, resource shortages and conflicts of urban development, it must build urban recycling economy system. Therefore, high-speed long-lasting development of urban economy need the urban recycling economy system, which is the inevitable trend and choice for promoting the sustainable urban development. Based on the introduction of recycling economy principles, this paper describes the basic characteristics and content of urban recycling economy system, and proposes the basic measures.
