| 摘 要： | 土地可持续利用是一个系统论问题,集体建设用地和城市建设用地应该是土地系统中两个平等的子系统.从系统的角度通过分析当前集体建设用地利用中存在的问题,提出了实现集体建设用地的可持续利用应当遵循的政策建议.

| Abstract: | Sustainable use of land is a problem of system.Collective construction land and the state-owned construction land should be the equal parts of the construction land system.Based on this view,this paper analyzes the problems in the collective construction land use, and puts forward some suggestions to ensure sustainable use of collective construction land. |
