河北省城市郊区征地补偿费改革实践及其借鉴

随着经济的快速发展，工业化和城市化需要大量土地，尤其是城郊的土地，政府土地征用权频繁使用，因征地引起的信访和行政诉讼成倍增加，征地及其所涉及的对村集体和农民的合理补偿问题成为社会的“热点”，征地补偿费改革要求十分迫切。在对河北省城市郊区征地补偿费改革实践进行总结、并在借鉴其有益经验的基础上，提出了我国征地补偿费改革分两步走的改革方略。

A Study of the Practice of Compensation for Land Confiscation in City Suburbs of Hebei Province

With the rapid development of economy, industrialization and urbanizat ion need plenty of land, especially land in the suburban area of a city. Local g overnments frequently confiscate farmland, and the number of events of appealing to the higher authorities for help through mail and cases of administrative lit igation is increasing rapidly. Farmland confiscation and compensation for farmer s and villages have become the focus of the society, and it is urgent to reform the compensation for land confiscation. This paper summarizes and analyzes the r eform practice of the compensation for land confiscation in Hebei Province, and presents a two-step strategy of reform of compensation for land confiscation.
