Establish the Scientific Concept of Development, Balance the EconomicDevelopment in Urban and Rural Areas

The 16th National Congress of Communist Party of China has put forward the scientific development concept of "five balance", which is about the introspection of China's development path in the past. The reform and opening-up of 20 years of our country, while making economy grow at top speed, has made socio-economic development incongruous and not sustainable too. Among them, the incongruous development in urban and rural areas is serious especially, which has become the bottleneck for our country to build a well-off society in an all-round way. So we must establish the scientific concept of development, balance the development in urban and rural areas, change the dual socio-economic structure in urban and rural areas, and bring city and village within the unified big system of social development.
