我国西部开发中的环境政策研究

环境治理是我国西部大开发战略的重要组成部分，因此切实有效的环境政策是当前的迫切任务，通常所说的“环境政策”仅指直接解决环境问题的政策，但若环境问题背后的本质原因不消除，直接环境政策仅能“治标”，无法兼顾经济发展、社会公平等目标，因此需要与间接环境政策配合使用，从而达到“标本兼治”的目的，同时在政策的执行中要注意最大限度地减少对经济行为的干扰，以保证经济、生态的协调发展。

Environmental Improvement is the important element in Western China's Development policies It's an impend task to institute effective environment policies The usual environment policies are only to directly resolve the environment problems,which can't eliminate the fundamental origins In order to achieve the aim of administering both its root cause and symptoms,it's necessary for the direct environment policies to be implemented matched with indirect ones It also should pay more attention to reducing the interference over the economic action to a minimum to ensure the well coordianted development between economy and ecology
