我国科技人才流动的特征与机制选择

科技人才作为推动技术进步和科技发展的生力军，一直以来是各国和各区域争夺的对象。科技人才在经济发展非均衡的状况下呈现出穷者愈穷、富者愈富的流动特征。本文针对科技人才流动的特征进行了数量分析，并从宏观层面、中观层面、微观层面对流动成因进行了剖析；在此基础上，提出了强化宏观与微观相结合的调配机制、协调内外有别的引进机制等对策建议。

Mobility of Qualified Scientists and Technicians in China: Features and Mechanism Choice

As the vital force to promote advances in science and technology,qualified scientists and technicians have al- ways been the objects that various countries and regions compete for.The mobility of qualified scientists and technicians has the features of the rich getting richer and the poor getting poorer due to the imbalance of economic development.The paper makes a quantitative analysis of the features of mobility of qualified scientists and technicians,and further examines its causes at both home and abroad or unit and individual aspects.Based on the above,the paper offers some proposals of how to intensify distribution mechanism combining the macro and micro aspects and to coordinate the introduc- tion mechanism at home and abroad.
