教育金融契约中政府与其他利益相关者的合作——理论基础与组合模式

摘    要:教育金融契约表现为“债性”契约和“分成制”契约两种,也可以是二者的混合杂交。借助国家税收和社会保障通道构建回收机制,可以促进教育金融契约的顺利实施。完善工资监管体系和深化社会保障制度则是提高和增强回收通道有效性的必然前提。进一步将教育金融利益相关者细化分类为政府、教育需求者、家庭、培育类人力资本外源性投资者、人力资本消费者以及教育供给者等六大主体,可以提高教育金融契约的实施效率。以前两大主体为基本要素所形成的十六组排列组合,则进一步细化了主体组合的所有可能模式,有利于引导创新型契约模式在实践中的运行。
