电力市场中输电固定成本分配方法对比研究

在投资建设输电网的成本确定以后，如何将输电固定成本公平合理地分配给电力市场各个参与者是输电网开放面临的主要课题之一。分别按照基于边际成本、基于综合成本和基于合作博弈的方法对现有的输电固定成本分配方法进行了介绍、对比和总结，并分析与比较这些方法的优缺点。最后对我国电力市场改革中输电固定成本分配方法提出了一些建议。

Study on Methodology of Fixed Transmission Cost Allocation in Power Market

How to allocate the fixed transmission cost to the market participants, when the investment cost of the transmission network is confirmed, is one of the major issues in the process of transmission open access （TOA）. In this paper, the existing allocation methods are comprehensively introduced, compared and summarized by the marginal cost method, the embedded cost method and the cooperative game method respectively. And the merits and demerits of each method are analyzed and compared to those of the others. Finally, the paper proposes some suggestions on the methods to be used in the allocation of the fixed transmission cost in the course of China＇ s power market reform.
