产业集群在东北老工业基地改造中的作用

本文认为,东北老工业基地改造的总体思路是以信息化带动传统的工业化,走新型工业化道路。产业集群一方面为走新型工业化道路提供了产业整合的路径,另一方面为科技创新奠定了良好的基础。文章提出,要提高对发展产业集群的认识,加强产业集群发展的规划引导,研究制定扶持产业集群发展的政策措施,充分发挥政府的重要作用;要支持配套企业加快新产品开发步伐,逐步提高其自主技术创新能力,促进跨国产、学、研合作。

The Leading Role of Industrial Cluster Played in the Upgrading of Northeast Industrial Base

The main line of thinking for the Northeast industrial base transforma tion is to give impetus to traditional industry by informationlization, and deve lop along the new road to industrialization. The industrial cluster provides a way of integration in taking a new way to industrialization. And, on the other hand, it lays sound basis for scientific and technological innovation. It is eligible to enforce developing industry group strategy. The author illustrates the definitional of industry group and the important significance of enforcing develop ment industry group strategy. The author also brings forward the material measures for industry group aiming at the situation in Northeast industrial base.
