| 摘 要： | 今后30年,我国改革的重点将是消除城乡二元体制,进而实现城乡一体化.城乡一体化应该是双向的,即农村居民可以迁往城市,在城市工作或经营企业,城市居民也可以迁往农村,在农村工作或经营企业.我国目前的城乡一体化之所以是单向的农村居民向城市迁移,关键不仅在于城乡居民户籍分列,更重要的在于土地制度的二元结构.农村土地集体所有制是双向城乡一体化的体制障碍,应该尽快消除这种体制障碍,赋予农村居民财产权,发放房屋产权证,将承包土地和宅基地的所有权与使用权分离.双向的城乡一体化,有利于中国经济走向以居民消费拉动为主,有利于建设社会主义新农村,有利于全面建设小康社会与和谐社会.
