民营企业产业集群与相应的物流园区建设互动发展研究

本文认为,民营企业产业集群发展主要经历萌芽、成长、成熟、衰退、蜕变五个阶段,物流园区的建设战略应根据产业集群生命周期不同阶段物流需求的发展而调整。在产业集群成长与成熟阶段,当地政府与物流协会应发挥引导与扶持作用,使园区的建设成为集群产业的配套设施和组织,服务集群产业的发展;在产业集群衰退阶段,物流园区应努力实现对其他产业物流需求的转移吸引,采取收割战略,服务于物流企业的整体战略;在产业集群蜕变阶段,物流园区应通过开展物流系统规划与管理培训、咨询、展览等衍生性服务,开辟具有金融和物流交融功能的融资服务,发挥物流园区在产业集群中的支撑作用。

Research of the Interactive Development Between the Construction of Private Enterprises Industrial Cluster and the Corresponding Construction of Logistics Park

The author believes that the development of private enterprises industrial cluster experiences such five stages: emerging,growth,maturity,recession,disintegration.We should adapt different strategies in the construction of Logistics Park according to the different requirement at different stage of the life cycle.At the stage of growth and maturity,the local government and logistics association should play their role of guider and supporter.At the stage of recession,the Logistics Park should work hard to realize guiding the transformation of other industries' logistic requirement,decreasing new investment to the existing parks and serving for the integrated strategies of logistics enterprises.The stage of disintegration is an illustration of industrial upgrading.So,at this stage,the Logistics Parks should play their role in supporting industrial clusters by logistics system planning,training,etc.
