| 摘 要： | 富足的资源是西部经济社会发展的基础，而资源开发的合理与否则是西部经济社会可持续发展的关键。过去在如何开发利用西部资源的指导思想上存在着很大的偏差，导致开发行为上的极在偏异，造成西部资源开发相当严重的负面效果。本文提出用可持续发展的思路来指导开发，并着重挖掘阻碍西部资源开发与可持续发展的八大障碍，由此揭示出：只有立足于突破这些障碍，才便于寻找到合理而有效开发资源，促进西部经济社会可持续发展的有效对策。

| Abstract: | Abundant resources are the basis of socio-eonomic development in west ChinaHowever,whether the durable socio-econmic development can be got mainly depends on reasonable developing resources or notGreat devations existed in the guiding thought on how to develop and utilize the resources in west China in the past timeThus led to great errors in developing behaviour and brought serious negative affects of developing resources in west ChinaNow,when we review the error developing history,a durable development idea has been presented to guide the developingIn this article,the author is to foccus on the eight great handicaps on resources developing and durable development in west China,then discover a fact that only base ourselves on breaking through the handicaps mentioned above,the countermeasures of reasonable and effective developing resources and promoting socio-economic durable development in west China can be found |
