青岛市科技计划管理改革创新研究

立足青岛科技计划管理的现实基础状况，在总结与梳理以德国为例的国外科技计划管理体制机制，以江苏、广东为例的国内科技计划管理改革的政策和趋势的基础上，对青岛市科技计划管理存在的问题进行了分析，提出了青岛市科技计划管理改革创新的对策建议。

Study on Reform and Innovation of Science and Technology Plan Management in Qingdao

Based on the situation of science and technology plan management in Qingdao, system and mechanism trends of foreign policy in science and technology plan management, for example in Germany, reform of domestic in science and technology plan management, for example in Jiangsu and Guangdong, were summarized and combined. The problems in Qingdao science and technology plan management were analyzed. At last, a series of feasible countermeasures and suggestions about reform and innovation of Qingdao science and technology plan management were put forward.
