政府监管政策变革对出口消费品质量影响

驱动高质量发展为新时代我国重大发展战略。以2011-2017年广东12个行业出口消费品企业的面板数据为样本,利用简单线性回归和双重差分法评估政府监管政策变革对出口消费品质量（出口消费品合格水平、市场感知质量）等两个维度的影响,实证结果表明：政府监管政策变革显著提升出口消费品质量水平,对实验组样本产品合格水平的正向影响作用普遍好于对照组;同时,政府监管政策变革对出口消费品市场感知质量的影响与行业关联,能显著提高部分行业的市场感知质量,如：家电、照明设备、仿真饰品、信息技术设备、纺织品服装、家具等行业。鉴于此,政府质量监管应结合行业发展特点,创新监管模式,进一步推进"管检分离",大力发展第三方检验检测结果采信等,以形成健康可持续的出口消费品质量发展生态环境。

The Influence of the Government Regulatory Policy Reform on the Quality of Export Consumer Goods

Driving high-quality development is China's major development strategy in the new era. With China's economy entering the new normal period, the "globalization dividend" and "demographic dividend" are gradually disappearing, and the conditions supporting the rapid growth of export trade have undergone profound changes. China's comprehensive competitive advantage with technology, brand, quality and service as the core has not been formed, and the homogenization of vicious competition is serious, coupled with the impact of global economic and trade friction, the quality development situation of China's export consumer goods is not optimistic. As the external intervention and control means of the market, government supervision is an important driver of quality development and progress. In August 2013, the former AQSIQ issued the relevant government regulatory policies.Guangdong Province, as the pioneer of reform and opening up and the largest export province in China, taken it as the sample object of the effectiveness verification of government regulatory policy reform. Based on the questionnaire survey data of export consumer goods quality of 12 industries in Guangdong Province from 2011 to 2017, and uses simple linear regression and difference-in-differences model to evaluate the impact of government regulatory policy reform on the two dimensions of the quality of export consumer goods:the qualified level of export consumer goods and the market perceived quality. The empirical results show that:(1) There is a significant positive correlation between the qualified level of export consumer goods and the variables of government regulatory policy reform. The effect of government regulatory policy reform on the qualified level of export consumer goods is universal. The regression results show that the qualified level of export consumer goods of household appliances industry, lighting industry, simulation jewelry industry and information technology industry is relatively higher, the export industry with low technology content such as footwear industry and luggage industry has been relatively low. (2) The impact of government regulatory policy reform on the perceived quality of export consumer goods market has shown significant differentiation among different industries, only in some industries, such as household appliances industry, lighting equipment industry, toy industry, furniture industry, food contact products industry, luggage industry, footwear industry, processed food industry, after the reform of government supervision, it can reduce the quality accidents of export consumer goods and improve the market perceived quality of export consumer goods. Generally speaking, the reform of government supervision policy has promoted the government supervision of China's export commodities to be in line with the international practice, promoted the exertion of the market governance mechanism of export commodity quality, and played a positive role in improving the quality qualification level and the perception ability of overseas markets to a certain extent. However, it is affected by the level of industrial structure, technological innovation ability, market competitiveness of various industries Third party inspection and testing resources development level and other aspects, there is a certain degree of industry differentiation in the effectiveness of government regulatory policy reform.In view of this, the government quality supervision should combine with the characteristics of the industry development, innovate the supervision mode, further promote the "separation of management and inspection", vigorously develop the third-party inspection and test result acceptance, etc., so as to form a healthy and sustainable ecological environment for the quality development of export consumer goods.
